Invisible Children's LRA crisis Tracker system (www.lracrisistracker.com) that tracks Joseph Kony and his LRA army in Central Africa, has been the principle authority that collects and provides intelligence and security information which is disseminated to the JIOC. (Joint Intelligence Operations Centre of the United Nations), Military operands in the area to include USA Military in DRC(Democratic Republic of Congo) and CAR(Central African Republic), the FARDC (Democratic Republic of Congo Government Forces), UPDF (Ugandan Peoples Defence Forces, MONUSCO (United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO is the UN military peace Keeping force ). The intelligence and security information is also screened and farther passed on to the UN Office for the Coordination of Humanitarian Affairs (OCHA) and made available to all major civilian, humanitarian personnel concerned.
A whistle blower has since come forth. An international aid worker in the region. Jean Claude Milongo of CARITAS, told IRIN (Integrated Regional Information Networks of the United Nations) that, Invisible Children's information gathering system (ww.lracrisistracker.com) was intentionally skewed towards increasing and falsifying the number of incidents of Joseph Kony(LRA) activity.
"While the truth is a bit dark and not so simple". The final arbiter of security and intelligence information activity should have been the JIOC. But because of Invisible Children's LRA crisis tracker system, which embodies a network of more than 11 high communications towers, the final security and intelligence information which everybody in the region relies upon has ended up being gathered and authored by Invisible Children.
Jean Claude Milongo, says that when NGO’s and person’s concerned, provided security information reports that used such language as "presumed LRA", or "unknown persons". Many aid workers in the region have also reported to Invisible Children and the JOIC, the alleged human rights abuses and insecurity activities by FARDC and UPDF operating with the assistance of US forces in CAR. These information reported to Invisible Children never got a mention by the JIOC nor to the LRA tracker website. Instead they were accredited to be LRA activity. Other reports of other rebel groups operating in the area and attacking civilians also never get reported to the LRA crisis tracking center. Reports involving United Nations peace keeping troops sexually abusing the local women in their bases or in areas of operations have also been omitted as well.
Jean Claude Milongo reports that in the region, it is common for civilians to carry weapons. These civilians include individuals as well as bands of local militia groups formed to defend themselves against raiding rebel groups. Hence any banditry activity involving guns is usually misinterpreted intentionally by Invisible Children as that of the LRA. It is not even possible for victims to be positive that any attacks on them was by the LRA, considering that most rebel group armies in that area are composed of dread lock wearing child soldiers similar to the LRA.
The brutality and carnage left by these rebels like lip cutting and disemboweling of pregnant women is shared equally as a trade mark by any of the rebels. There was and has always been banditry in the area. Jean Claude Milongo continued, the rogue elements of the "FARDC know exactly how to mimic and behave as the LRA, when they do participate in acts of banditry that involves rape, robbery, and murder. In this way they can get away with it. So it is really very incorrect for Invisible Children to say, that what is happening to the civilians is just the work of the LRA. In south Eastern Congo where there are no LRA, such barbaric acts is presently happening.The single-minded focus of the Invisible Children Inc on Joseph Kony(LRA), and his capture or death, is causing more harm than good to the region. Michael Deiberta, a specialist in the DRC conflict, a visiting fellow at the Centre for Peace and Reconciliation Studies at Coventry University in the UK, and the author of a forthcoming book entitled DRC: Between Hope and Despair, explained the problem in a Royal African Society article:
He says that, "By Invisible Children blindly supporting Uganda's current government of Yoweri Museveni and its military adventures beyond its borders into DRC", and that as "Invisible Children in their Viral Video have suggested that people should support a military incursion into DRC, Invisible Children is in fact guaranteeing that there will be more violence, not less, in that Central Africa region."
He also points out that the world has forgotten last time (1997 - 2003) that the Ugandan Government troops of Yoweri Museveni had occupied eastern DRC under the pretext of pursuing another Ugandan Rebel group (Allied Democratic Forces - ADF), they had occupied and stayed in DRC and were accused of rape, looting, crimes against humanity and most of all, performing massive illegal mining operations. The Government of DRC later sued Ugandan Government in the International Court of Justice. Uganda was found guilty and ordered to pay $10 billion dollars to DRC in reparations. The world has not learnt from that, and now with the pressure from the obama Government, Ugandan Troops are back in DRC and are still being accused of the same crimes.
Sarah Katz-Lavigne, Invisible Children DRC project coordinator based in Dungu, told IRIN that high frequency radio masts had been installed in 11 communities in Haut-Uélé District as well as seven in Bas-Uélé, with a further nine planned for the district. In CAR two pre-existing HF radios were being used and the plan was to have 11 operational HF radios in communities by October 2012. Adam Finck, Invisible Children programme director for Central Africa, said each radio installation, including equipment and training of operators, cost about US$20,000. Therefore they need more donations from the public to build more radio mast towers.
The local people and victims in the region hate the LRA crisis tracking system. They say that; Invisible Children's LRA Crisis tracking system does not help them at all. It is just a means to self preserve the lives of foreigner NGO personnel operating in the region by telling them which areas have banditry activity, hence a no go area. Unfortunately by an area being marked a 'No Go', also food, medicine and supplies in the mentioned areas does not get delivered by NGO's. So some locals would rather not report banditry because that would also mean that they will end up not getting supplies from NGO's.
Even locals who live in IDP's (internal displaced camps), feel that the LRA Crisis tracking system is a waste of money. Their immediate concern is food, water and medicine. What is the point of having a tracking system if they end up dead from starvation and Diseases? They would rather have towers money spent on basic necessities, like clean water, food and medicine. A $20,000 worth tower can comfortably feed and cloth a village of 1000 people for over 2 months.
Patrice Kabimba a local Lynstar's Telstar 11N Satellite representative says he does not know why "Invisible Children Inc is spending lots of money building High frequency communication masts in the area. Masts of that nature are subject to vandalism and haunted by poor transmissions due to thickness of forests in that area. He says that his company already provides satellite tele-communication services to NGO's in the region. Communications that include reasonably reliable Internet, and phone services via Satellite. He says that considering the geographical terrain of that area which interferes with communications they have many mounted signal boosters erected inconspicuously on the tops of various tall trees which are in accessible to vandals. Line of sight issues are an old problem he pipes. He says that his company could have provided better communications at less than half the price of what Invisible Children claims is their cost for establishing their LRA crisis tracker system. He continues to wonder. Perhaps the masts are of some high technology communications that he is not aware of. Communication system so advanced only Western Governments can own and operate. But he then affirms that most advanced communication technology today is wireless or satellite based, so he is not too sure what it is that Invisible Children is doing with the masts. There have been rumours that these sophisticated towers actually belong to the USA Government. It does not make for a charity like Invisible Children to invest such an amount of money on sophisticated Equipment when the money could better yet be spent elsewhere.
Invisible Children's obsession with capturing kony is either a misguided objective or one that holds a sinister ring to it. So many experts and NGO's operating in the area have wondered if Invisible Children's priorities are those of the directors or those of other puppet masters. Because their priorities in the spending of donations they collect, does not reflect the wishes of the people for whom they claim to be collecting these donations.
As the true nature of Invisible Children Inc organization begins to ravel, pieces start falling apart like dominoes. Just like their Kony 2012 Campaign which was half true and misleading, so is their LRA CRISIS TRACKING SYSTEM All but an elaborate seemingly benevolent exercise to mislead the public and forward their Agenda with half truths and deliberately held back facts , while collecting massive amounts of money in donations.
Invisible Children's specialty is the creation of clever, half true and misleading campaigns, using advanced social media to confuse the public into donating funds. Supposedly donations are collected for the good of Africans in war zones. Their forte as usaul is their boogey man, Joseph Kony and his murderous LRA army.
In both Northern Uganda and Central Africa, the local people there do not even have the basic necessities like food, water and medicine. They consider capturing kony or LRA tracking crisis as secondary to their primary intentions for just simple basic survival. They need to stay alive first, before Invisible Children's benevolence in Capturing Kony can help them.
So it begs to ask? Who really is Invisible Children working for? Who really is the puppet master behind the puppet? Who is the pied piper playing the tunes, and who are the children dancing to the tunes of the pied piper?
Here is a LIST OF REBEL GROUPS recently operating or has operated in the same region of DRC and CAR region as Joseph Kony. These groups are equally brutal like the LRA and have committed grave human atrocities on the local populace, but they never get mentioned by Invisible Children.
